> An LCA critical review carried out by **a single reviewer** costs, as an order of magnitude observed in France in 2026, **€3,000 to €5,000 excl. VAT** and takes 2 to 4 weeks. A review by **a panel** costs considerably more: ADEME awarded **€13,350 excl. VAT** in late 2020 for the review of a comparative LCA, and published timetables range from 2.5 months planned to nearly 6 months observed. There is no public fee schedule; the price depends on the number of reviewers, the model to be re-run and the rounds of exchanges.

## Key takeaways

- A single reviewer costs **€3,000 to €5,000 excl. VAT** and takes 2 to 4 weeks.
- A **panel of 3 reviewers** or more costs more and takes several months to complete.
- **The number of reviewers**, the rounds of exchanges and the model to re-run drive the quote.
- **Ask for a price per stage**, with the option of an extra round of exchanges.

No public fee schedule sets the price of a critical review of a [life cycle assessment](https://projetcelsius.com/en/blog/lca-vs-carbon-footprint/), or LCA. However, **2 contracts awarded by ADEME** (the French Agency for Ecological Transition), **a set of terms of reference from 2025** and **3 review reports** provide benchmark figures for price and lead time.

The choice of reviewer, their independence and their competences are covered in [our guide to choosing an expert for the critical review](https://projetcelsius.com/en/blog/lca-critical-review-independent-expert/).

## What does an LCA critical review cost?

### A single reviewer: a few thousand euros

For the LCA of a product reviewed by a single expert, the order of magnitude observed in France in 2026 is **€3,000 to €5,000 excl. VAT**, varying from one provider to another. This corresponds to **2 to 5 days** of expert time, depending on the expert's day rate. A public price in the field gives a benchmark for that rate: the [Diag Écoconception](https://www.francenum.gouv.fr/aides-financieres/diag-ecoconception), an eco-design diagnostic run by Bpifrance (the French public investment bank) and ADEME, is priced at **€18,000 excl. VAT for 18 days** of consultancy, or **€1,000 excl. VAT per day**.

### A comparative LCA: €13,350 in an ADEME contract

A comparison between products disclosed to the public requires a review by a **panel of at least 3 members**, under the [ISO 14044](https://www.iso.org/standard/38498.html) standard. The price follows **the number of reviewers** and the duration. France's [essential public procurement data](https://data.economie.gouv.fr/explore/dataset/decp_augmente/table/?q=revue+critique+vrac), published as open data, give 2 amounts awarded by ADEME, without specifying the number of reviewers:

- In November 2020, **€13,350 excl. VAT** for the critical review of the comparative LCA of bulk and pre-packed sales, over a period of 10 months. The article on [packaging eco-design](https://projetcelsius.com/en/blog/packaging-eco-design-ppwr-2030/) sets out the EU obligations to reduce packaging and to reuse it.
- In October 2024, **€38,475 excl. VAT** for a framework agreement covering the critical review of 12 to 18 LCAs of video game usage scenarios, over 12 months.

The published amount of a framework agreement with purchase orders is **a ceiling**. Spread over 12 or 18 studies, the 2024 agreement works out at **€2,140 to €3,210 excl. VAT** per LCA reviewed, where the studies share a common framework. A one-off review of a comparison intended for the public sits closer to the level of the 2020 contract. Our guides to [the LCA of a mattress](https://projetcelsius.com/en/blog/mattress-lca-environmental-impact/) and [of a medical device](https://projetcelsius.com/en/blog/medical-device-carbon-footprint-lca/) use the same range for a single reviewer.

## What drives the cost of a critical review?

**6 parameters** explain most of the gap between 2 quotes:

- The **number of reviewers** comes first, since a panel pays a chair and at least 2 other members, each of whom reads the whole study.
- The **scope of the review** changes the workload: re-running part of the model in the LCA software, then checking the source data, takes longer than reading the report alone.
- The **size of the study** also plays a part, as in the 2023 ADEME review, where the draft report ran to about 145 pages and its final version to 244.
- The **number of rounds of exchanges** is priced separately: the terms of reference published by VALHOR and ADEME in 2025 provide for 2, and ask for the price of round 3 as an option.
- The **timing of the review** alters the work: when the review runs alongside the study, it adds scoping meetings; at the end, it focuses on the report and the model.
- Finally, the **deliverables** carry weight, with a compilation of comments and a review statement attached to the final report, as recommended by ISO 14071.

These terms of reference, published by VALHOR, the French interprofessional body for the plant sector, show how a buyer frames the price. They ask for **a budget per stage and per consultant profile**, and for a group of **2 to 4 experts** to review a comparative LCA of horticultural pots, the kind used in plant nurseries. Price accounts for **40% of the score** given to bids, as much as the team's experience.

> Ask for the price of an extra round of exchanges before signing, not on the day the study has to be reworked.

An LCA that must support a public **environmental claim**, especially a comparative one, calls for a more thorough review than a study for internal use. What such evidence is expected to show is detailed in [substantiating an environmental claim](https://projetcelsius.com/en/blog/green-claims-what-empco-bans/).

## How long does a critical review take?

For a single reviewer, allow **2 to 4 weeks**, an order of magnitude observed in 2026, depending on the quality of the file and the number of rounds of exchanges. A panel needs **several months**, as 3 published timetables show:

- The VALHOR and ADEME terms of reference allow **2.5 months** at most: 1 month for the round 1 comments, 2 to 3 weeks of corrections and 3 weeks for the round 2 reading.
- For the deposit for reuse of glass packaging, the ADEME panel received the draft report on 28 February 2023 and delivered its review report on **1 June**.
- For the Hamac washable nappies, the report went to the reviewers on 12 December 2012, and the exchanges lasted until **early June 2013**, nearly 6 months.

Part of the lead time lies with the commissioning company: in the VALHOR timetable, **2 to 3 weeks** out of 2.5 months fall to the author of the study, for corrections. The rest depends on **the date the report is delivered**. For the glass deposit study, the review was launched in November 2022, but the panel did not start work in earnest until March 2023, once it had received the full report. The tight timetable allowed for **a single round** of comments.

## Worked example: what budget for an SME?

Take an SME in the Métropole de Lyon (the local authority of the Lyon area) that commissions the LCA of a product and its critical review by a single reviewer, under the 2025 call for projects. The amounts are **assumptions**, drawn from the orders of magnitude given above:

- The LCA itself costs €18,000 excl. VAT, the public price of the Diag Écoconception: a support package that includes the LCA of a product, training for an in-house lead and an action plan, used here as a price benchmark for a study.
- The critical review by a single reviewer costs €4,000 excl. VAT, in the middle of the €3,000 to €5,000 excl. VAT range.
- The 2 services total €22,000 excl. VAT, and the 2 of them counted as eligible expenditure under the 2025 Lyon call for projects.

The [rules of the call for projects](https://www.grandlyon.com/fileadmin/user_upload/media/pdf/appel-a-projets/20250203_aap_transformation-durable_analyse-cycle_reglement.pdf) funded **50% of the price excl. VAT**, up to a maximum of **€10,000 in aid**, and could not be combined with another scheme on the same project. 50% of €22,000 would give €11,000: the aid is capped at €10,000, and the out-of-pocket cost is **€12,000 excl. VAT**. Without the review, it would have been €9,000. Here the review therefore costs **€3,000 net**, as the cap absorbs part of the aid.

With the same study at €18,000 excl. VAT, but a comparative LCA reviewed at the price of the 2020 ADEME contract, the total would rise to **€31,350 excl. VAT**, with aid still capped at €10,000. The review would then account for **43% of the expenditure**, against 18% with a single reviewer. The Lyon call for projects **also excluded packaging LCAs**, except for packaging manufacturers.

**Internal staff time** also counted as eligible expenditure, up to **20% of total costs**. Other funding exists, listed in [the overview of transition funding](https://projetcelsius.com/en/blog/climate-transition-funding-carbon-footprint-lca/), and an [LCA carried out on a small budget](https://projetcelsius.com/en/blog/lca-on-a-small-budget/) reduces the basis of calculation. The price of the study itself is detailed in [how much an LCA costs](https://projetcelsius.com/en/blog/lca-cost/).

## How do you get a fair quote?

Review quotes are compared **on the same scope**. 5 items make 2 bids comparable:

- The number of reviewers and their role, including the chair for a panel, with the time planned for each in the quote.
- What is reviewed: the report alone, or the report and the model file, with the list of data and the version of the databases used.
- The number of rounds of exchanges included, and the price of an extra round, quoted separately.
- The planned meetings, for scoping and for discussing the comments, remote or on site, and who attends them.
- The deliverables: the numbered compilation of comments and responses, and the review statement attached to the final report.

### The right time to ask for a quote

Ask for the quote **when the study is being scoped**: a review that runs alongside the study costs more in meetings but avoids redoing the calculation, while a final review costs less but exposes you to **an extra round of exchanges**. An [eco-design process](https://projetcelsius.com/en/blog/eco-design-process-7-steps/) also places the LCA ahead of design choices.

### The file also shapes the price

A complete report, **the model file** and the list of data reduce the rounds of exchanges, and therefore the quote. A study in which **every assumption is written down** is reviewed faster than one that has to be reconstructed. The list of documents to hand over is in [the guide to choosing the expert](https://projetcelsius.com/en/blog/lca-critical-review-independent-expert/), and a [first LCA carried out in-house](https://projetcelsius.com/en/blog/first-product-lca-steps-cost-mistakes/) benefits from being documented before the review.

### What this price does not cover

An [FDES or a Product Environmental Profile (PEP)](https://projetcelsius.com/en/blog/fdes-pep-choose-accredited-verifier/), the French environmental product declarations for construction products and for equipment respectively, does not go through a critical review: it is checked by **a verifier approved** by its programme, at its own rates. The [environmental claims audit](https://projetcelsius.com/en/blog/empco-green-claims-audit/) that accompanies a published comparison is also a separate quote. Our [guide to the acronyms](https://projetcelsius.com/en/blog/epd-fdes-pep-lca-differences/) distinguishes between these processes.

For us at Projet Celsius, the line to ask for from the very first quote is **the price of an extra round of exchanges**: it is this line that pushes the budget and the timetable off course when the study has to be reworked. We [review LCAs carried out by others](https://projetcelsius.com/en/services/life-cycle-assessment/), never a study we have carried out ourselves, and we price the review stage by stage.

## Key takeaways

- An LCA critical review by a single reviewer costs in the order of €3,000 to €5,000 excl. VAT in France in 2026, or 2 to 5 days of expert time.
- A published comparison requires a panel of at least 3 members. In late 2020, ADEME awarded €13,350 excl. VAT for the review of a comparative LCA.
- The number of reviewers, the rounds of exchanges and the model to be re-run explain most of the gap between 2 quotes.
- A single reviewer needs 2 to 4 weeks; a panel, from 2.5 months planned to nearly 6 months observed, according to published timetables.
- Some funding covers the review, such as the Métropole de Lyon 2025 call for projects, at 50% up to a maximum of €10,000 in aid.

## Frequently asked questions

## Frequently asked questions

### How much does an LCA critical review cost?

There is no public fee schedule. For a product LCA reviewed by a single expert, the order of magnitude observed in France in 2026 is €3,000 to €5,000 excl. VAT, or 2 to 5 days of expert time, varying from one provider to another. The day rate of the Diag Écoconception, €18,000 excl. VAT for 18 days, serves as a public benchmark.

### How much does a critical review by a panel cost?

Considerably more, since the panel has at least 3 members. French public procurement data give a benchmark, without specifying the number of reviewers: in late 2020, ADEME awarded a €13,350 excl. VAT contract for the critical review of a comparative LCA of bulk versus pre-packed sales. The price depends on the number of reviewers, the size of the study and the rounds of exchanges.

### How long does an LCA critical review take?

2 to 4 weeks for a single reviewer, as an order of magnitude. A panel needs several months: a 2025 set of terms of reference allows 2.5 months at most, the ADEME review of the glass deposit scheme took 3 months in 2023 once the report had been delivered, and the review of the Hamac nappies nearly 6 months in 2012 and 2013.

### Can a critical review be funded?

Yes, through some funding schemes. The Métropole de Lyon 2025 call for projects funded the LCA and its critical review at 50% of the price excl. VAT, up to €10,000 in aid, with internal time counting for up to 20% of costs. Funding schemes change from one year to the next and from one area to another.

### What must a critical review quote specify?

The number of reviewers and their time, what is reviewed (the report alone or the model too), the number of rounds of exchanges included and the price of an extra one, the planned meetings and the deliverables: a compilation of comments and responses, and a review statement attached to the report.

### Why do critical review prices vary so much?

Because the work varies: a panel or a single expert, a report of 145 pages or 244, like the 2 versions of the report reviewed by ADEME in 2023, a reading of the report alone or a re-run model, 1 round of exchanges or 3. A 2024 ADEME framework agreement thus works out at €2,140 to €3,210 excl. VAT per study reviewed, while a one-off review of a comparative LCA cost €13,350 excl. VAT.
