Not yet: the EU requires EPR for packaging, electrical equipment, batteries and, by April 2028, textiles, but each country organises its own schemes, PROs and register. A producer that sells in several countries joins a PRO and declares in each one. The Circular Economy Act, expected in autumn 2026 and not yet presented as of 28 September, is due to revise all EPR frameworks.
