Article 8 sets 2 minimum recycled content stages for industrial batteries above 2 kWh, EV and SLI batteries; portable batteries are not covered. From August 2031: 16% recycled cobalt, 85% lead, 6% lithium and 6% nickel. From August 2036: 26% cobalt, 85% lead, 12% lithium and 15% nickel, with thresholds extended to light means of transport batteries. Documentation declaring these levels by model and factory is required from August 2028 at the earliest.
