Your provider does, yes. Certification is awarded by the Association pour la transition Bas Carbone (ABC), the French low-carbon transition association, after a qualifying training course, and it is a mandatory prerequisite for Diag Décarbon'Action. The GHG Protocol is an open standard with no official certification: good international providers go through recognised training routes (the GHG Management Institute, GRI, CDP Accredited Solutions Provider), but none is legally required. In every case, check references.
