In France, the framework rests on the RGESN and the REEN law. The RGESN (Référentiel général d'écoconception des services numériques, France's general framework for the eco-design of digital services), published in 2024, sets 78 criteria. It remains voluntary, including for public services, but is increasingly used as a reference in public tenders. The REEN law of 2021 has required local authorities with more than 50,000 inhabitants to adopt a digital sustainability strategy since 1 January 2025. It creates no reporting obligation specific to digital technology for companies. In a Bilan Carbone®, the footprint of a site falls under Scope 3 (purchased services or use of sold products).
