France is on its third adaptation plan: PNACC 1 (2011-2015, 84 actions), PNACC 2 (2018-2022, 58 actions across 6 priorities) and PNACC 3, published on 10 March 2025 for 2024-2028. PNACC 3 is the first to rely on a quantified warming trajectory, TRACC. Structures 52 measures across 5 priorities: protecting the population, resilience of territories and infrastructure, adapting human activities, protecting natural and cultural heritage, mobilising stakeholders. Priority 3 (measures 33 to 41) targets businesses. Only one measure creates an obligation, reserved for large energy and transport groups and operators of vital importance under European Directive 2022/2557: vulnerability assessment expected in late 2024, adaptation plan in 2025. All other companies are encouraged, with ADEME and Bpifrance support. The real lever is financial: measure 34 provides for reviewing ADEME, France 2030 and Bpifrance schemes and making short-time working support conditional on an adaptation commitment; measure 35 makes mountain tourism investment conditional from 2027. Do not confuse it with SNBC, which addresses mitigation.
