Full definition

TACCT is ADEME’s method for local authorities, their technical staff and consultancies to build an adaptation strategy. It has 3 stages, each associated with a guide and tool. Stage 1, assess impacts with TACCT-Diag: cross projected hazards with territorial assets (population, activities, networks, environments), then assess each asset’s sensitivity. Stage 2, build pathways with TACCT-Tra: instead of a fixed action plan, the method organises phased decisions with predefined tipping points, avoiding both immediate oversizing and inaction. Stage 3, evaluate: a logical monitoring and evaluation framework and support for selecting indicators, the stage most often skipped and whose absence becomes costly at the PCAET interim review. The method is modular: each territory selects relevant themes according to its size and activities. Directly feeds PCAET’s mandatory vulnerability analysis. Do not confuse it with a carbon assessment, which measures emissions rather than exposure.
