Yes. Since the ministerial order of 4 August 2021, only FDES sheets verified by an independent third party and registered in INIES are accepted in the Ic Construction calculation. A self-declared or unverified sheet has no regulatory value. Where a product has no usable FDES, the calculation falls back on default environmental data (DED), with an automatic 30% penalty that mechanically worsens the score.
