Mono-material packaging meets the recyclability criteria, applicable from 1 January 2030 at the earliest, more readily. Multilayer composites face the highest penalties under eco-modulation. This criterion alone is not enough to decide, as the barrier preserves the product for its intended shelf life: replacing a composite without requalifying the packaging shifts the impact from packaging waste to product waste. Mono-materials with enhanced barriers are already available for several dry product categories. The obstacle is often organisational: the existing packaging type has been qualified and nobody has a mandate to revisit it.
