Through the packaging's technical documentation, whose contents are specified in Annex VII to Regulation (EU) 2025/40 and which market surveillance authorities may require. It must establish that the material comes from post-consumer plastic waste collected and recycled to European standards, in the Union or a third country applying equivalent rules. In practice, this involves supplier declarations, waste stream traceability and certificates from the reprocessor. This supporting evidence is negotiated during supplier qualification, which takes 6 to 12 months.
