Under Article 3 of the PPWR, it is packaging intended for a product covered by a list of European texts: human and veterinary medicines, medical devices, IVDs, food, cosmetics and food supplements, among others. The concept depends on the category of the packaged product rather than a measurement of contact. It qualifies for lower recycled plastic content thresholds and, for healthcare products, exemptions under Articles 6 and 7.
