French database hosting FDES and PEP for construction products and equipment.

The reference environmental database for French construction, managed by Alliance HQE-GBC with AFNOR and CSTB. Almost 6,000 FDES (construction products) and 1,700 PEP (equipment) are published there in mid-2026, covering more than 335,000 commercial product references. It is the mandatory source for RE2020 carbon impact calculations (Ic construction): without a specific FDES, calculation switches to penalising default environmental data. Third-party-verified data, free access. The milestone of 6,000 declarations was passed in April 2025, a sign of LCA becoming industrialised in construction.

Questions and answers

Why is INIES essential for RE2020?

Calculating a new building’s Ic construction requires environmental data for the products used. INIES is the only database recognised by regulation: if a product has no FDES, the calculation uses an increased default value, worsening the building’s score and potentially costing compliance with the 2025, then 2028 thresholds.

Who produces the FDES published on INIES?

Construction manufacturers, individually or through a trade association (collective FDES), under EN 15804+A2, with verification by an authorised third party. Allow €10 to €30k and 3 to 6 months for an individual FDES produced with an LCA consultancy.
