The Territoire Engagé Transition Écologique label structures self-assessment and recognition of a local authority’s maturity. Its framework contains 61 measures across 6 areas, totalling 500 points. Territorial planning accounts for 100 points, or 20% of the framework, and comprises overall strategy, sectoral planning and urban planning; one of its measures requires a vulnerability assessment accompanied by an adaptation programme covering floods, droughts and heat islands. Levels range from 1 to 5 stars: 1 star for committing to the process, followed by 35%, 50%, 65% and 75% of points. Assessment combines quantitative indicators and qualitative analysis of climate, air quality and energy performance. A local authority can use the framework without applying: the 100 points for planning are sufficient to assess the maturity of its adaptation assessment.
