The main economic argument for European CBAM. A real risk for energy-intensive industries (steel, cement, aluminium). Measured and reported under ESRS E1. Solutions: carbon border tax (CBAM), international sector agreements. Do not confuse it with simple economic relocation: carbon leakage involves a net increase in emissions elsewhere in response to local constraints.
