ONERC collects and disseminates observational data on the effects of climate change in France. It publishes 27 indicators across 6 themes, from coastlines to health, forming the available monitoring foundation for adaptation. It coordinated the stakeholder consultations that prepared PNACC 3 and monitors its implementation. On 9 July 2026, led by the Directorate-General for Energy and Climate and responding to a recommendation from the French High Council on Climate, France published its first annual assessment of climate change impacts, intended to be updated each year: natural events cost €5.2 billion in 2025, 78 departments had water use restrictions, more than 30,500 hectares burned and 2 heatwaves affected 80% of the population. A national impacts portal is announced before the end of 2026. None of these indicator sets directly measures a reduction in vulnerability, a limitation highlighted by the French High Council on Climate in its opinions.
