It depends on the project and its stakeholders. BREEAM suits international projects, ESG investors and developments across several countries; HQE is the French reference for commercial property and multi-family housing. The 2 certifications are voluntary. Without certification, voluntary EN 15978 LCA is sufficient to manage eco-design.
