There is no universal answer - exactly the trap this subject exposes. PLA (dedicated, sugar/starch fermentation) performs better on carbon (CO₂ capture during sugar cane or maize growth), is theoretically compostable, but performs worse on eutrophication, water consumption and land use. It does not fit into existing recycling. BioPE (drop-in, from sugar cane) performs better on carbon but also worse on upstream agriculture, and is 100% compatible with PE recycling. The verdict changes with your application, final market, actually available end-of-life stream and priority LCA criteria. This is precisely why multi-criteria PEF LCA is mandatory for a serious decision.
