What does the PPWR say about bioplastics?

The PPWR Regulation (EU 2025/40), applicable since 12 August 2026, imposes 100% recyclability targets from 2030 at the earliest on all packaging placed on the European market. Drop-in bioplastics (bioPE, bioPET, bioPP) remain recyclable in existing streams - they are therefore PPWR-compatible. Dedicated bioplastics (PLA, PHA, PEF) do not fit into current recycling streams - they may be classified as non-recyclable under the PPWR, resulting in higher EPR fees. The PPWR therefore structurally penalises dedicated polymers in packaging, unless a chemical or enzymatic recycling stream emerges.
