Nothing guarantees this as at 28 September 2026: neither the decree nor the ministerial order has been published in the Journal officiel, although they were due to enter into force on 1 September 2026 to allow new approvals on 1 January 2027. The government is consulting stakeholders on the version rewritten by the Conseil d’État; according to the local authorities’ association AMORCE, the minister’s letter of 7 September still envisages entry into force on 1 January 2027. Until then, the 2022 specifications apply, and current approvals run until 31 December 2027.
