In principle no, although the ministry does not state this explicitly: according to its FAQ No 035, an amending permit requires no new RE2020 certificate, and the updated end-of-works study incorporates project changes. A new permit, submitted after refusal, withdrawal or programme redesign, instead falls under its submission year’s tier.
