Article 6 organises international cooperation on the Paris Agreement’s climate targets. Article 6.2: bilateral transfers between countries (ITMO - Internationally Transferred Mitigation Outcomes) with adjustments to national accounts. Article 6.4: centralised mechanism under UN supervision (successor to the Kyoto CDM), with certified credits that can fund reduction, avoidance or removal projects (including CCS/DAC/BECCS) in developing countries. Article 6.8: non-market approaches. Operational rules were finalised at COP29 (Baku 2024). Major issues for CCS: additionality criteria, permanence of storage and avoiding double counting between projects funded abroad and the host country’s national targets.
