Article 7 and Annex II of Regulation (EU) 2023/1542 on batteries require a carbon footprint declaration for electric vehicle batteries placed on the Union market. The calculation rules, known as CFB-EV, were prepared by the JRC in a June 2023 technical report that remains provisional: the JRC states that it is awaiting final decisions on the official calculation rules, meaning the Commission’s delegated act has not been adopted. Article 7’s ‘whichever is the latest’ clause ties the declaration requirement to the entry into force of this act, with a period of 12 months: the declaration, originally expected on 18 February 2025, is postponed accordingly. For an industrial company, this means that traction battery carbon calculations still fall within a framework under development, distinct from the general PEF method and with neither a vehicle PEFCR nor eMobility finalised, while the RECHARGE batteries PEFCR v1.1 of February 2020 expired on 31 December 2021. The appropriate strategy remains collecting primary supplier data that withstands changes in methodology and databases.
