Citepa is the technical operator of France’s official emissions inventory, which France reports to the United Nations Framework Convention on Climate Change and the European Union. Its annually published Secten report breaks down emissions by sector (energy, industry, buildings, transport, agriculture and waste), adds the LULUCF sink and also covers air pollutants (SO2, NOx, PM2.5, NMVOCs, NH3). The 2026 edition confirms 367 Mt CO2e in 2024 (-3.0%) and estimates 359 Mt in 2025 (-2.1%), with a LULUCF sink of -52 Mt CO2e in 2024. Citepa also publishes a quarterly barometer providing an early estimate, for example for the first quarter of 2026. These figures are the reference against which SNBC carbon budgets are measured: SNBC 3 sets a ceiling of 342 Mt CO2e per year over 2024-2028, compared with 367 Mt recorded in 2024. Do not confuse it with ADEME’s Base Carbone, which provides emission factors for organisational inventories rather than a territorial inventory.
