The Fonds vert funds ecological transition and adaptation projects undertaken by local authorities and their partners, including eligible associations and businesses. Established in 2023, it has committed €4.5 billion in grants and supported more than 25,000 projects involving around 13,000 local stakeholders, including nearly 11,000 municipalities. Its initial allocation for 2026 is €837 million, a sharp fall from €2.5 billion in 2024, a pattern that the Senate’s report on the 2026 budget describes as stop-and-go funding incompatible with an investment policy. It has 3 priorities: territories’ environmental performance, climate change adaptation including flood prevention, and improving the living environment, with a new biodiversity and nature restoration measure in 2026. The 2026 scheme removes the use of calls for projects: access is directly through the Aides-territoires platform, with decentralised management by regional and departmental prefectures. For a business, the Fonds vert generally cannot be accessed directly, but it determines the adaptation investment capacity of the territory where the business is based.
