Largely: for textiles, the first sector with an operational framework, environmental cost uses the 16 PEF impact categories defined by Recommendation (EU) 2021/2279, with specific normalisation and weighting coefficients. France adds 2 criteria absent from PEF, microfibre release and textile waste exports outside Europe, then applies a durability coefficient between 0.67 and 1.45. Calculation uses the public Ecobalyse tool. Labelling has been voluntary since October 2025, and brands present throughout the EU could have to manage 2 systems during a transition.
