Always prioritise reduction. Carbon offsetting should come only after reducing everything that can be reduced, and only for unavoidable residual emissions. Companies offsetting without reducing face legal risk (the 2021 Climate and Resilience Act regulates carbon neutrality claims with penalties up to €100,000, and the EmpCo Directive, whose French transposition is still awaited, prohibits presenting a product as carbon neutral based on offsetting) and reputational risk. Using offsetting as the main measure means buying a problem at a high price.
