Except on the coast, where the law organises regulated relocation schemes, the question is not framed in these terms. Adaptation aims to reduce vulnerability where people live: buildings, water management, vegetation, service organisation during hot weather, network continuity. The law provides relocation only along the coast, under strict controls.
