Every intermunicipal authority with more than 20,000 inhabitants, as part of its territorial climate-air-energy plan. PCAET must contain a carbon footprint assessment, a vulnerability analysis and an adaptation strategy with quantified sector objectives. It is revised every 6 years, with an interim review after 3 years. Since 2016, every environmental impact study must also analyse the project's vulnerability to future climatic conditions.
