No, unless it releases fuels for consumption itself and pays excise duty: only those releasing petroleum products for consumption and suppliers of gas and coal are subject to the system. Other businesses pay the allowance cost in the price of their diesel or petrol, gas or heating oil, with no procedure to complete.
