In practice, no. Decree No. 2022-539 already requires a public summary report (emissions, reductions, offsets) for any neutrality advertising. Once transposed in France (the law has not yet been passed), EmpCo bans neutrality claims based on emissions offsetting. The safe approach is to communicate the measured reduction - "-32% since 2022" - rather than accounting neutrality.
