Major Natural Risk Prevention Fund (FPRNM)

State fund established in 1995 subsidising natural risk prevention, with more than €200 million a year and rates ranging from 25% to 100% depending on the operation.

Full definition

The FPRNM, known as the Fonds Barnier, funds reductions in the vulnerability of people and property to major natural hazards. Established in 1995 and funded from State budget appropriations since 2021, it receives more than €200 million a year, with the exact amount determined annually in the Finance Act. Its beneficiaries are local authorities, individuals, small businesses, public land agencies and State services. Rates are: 100% for acquiring property damaged by more than 50% or under serious threat; 50% for studies in municipalities with a natural risk prevention plan and 40% to 50% for works; 25% to 40% for works where a PPRN has only been prescribed; and 40% for business premises of companies with fewer than 20 employees, capped at 10% of the property’s market value. Caps are €36,000 for works on residential or mixed-use property and €72,000 for works relating to underground cavities. Transport infrastructure and networks are excluded. It is the main funding lever available to a very small business exposed to flooding.
