Proposal for a Directive on Substantiation and Communication of Explicit Environmental Claims (Green Claims Directive). Proposed by the European Commission in March 2023, political agreement reached in 2024, transposition planned for 2026-2027. Three key requirements: (1) scientific substantiation of any explicit environmental claim (‘reduces the footprint by X %’, ‘100 % recyclable’, ‘compatible with 1.5 °C’) using a recognised method such as PEF LCA; (2) ex ante verification by an accredited independent third party before publication; (3) strict conditions for private environmental labels (ban on creating a new label without public approval). Relationship with EmpCo: EmpCo bans misleading claims (negative), Green Claims governs the conditions for legitimate claims (positive). Do not confuse it with the EU Taxonomy Regulation (defining sustainability in financial terms) or with ISO 14021/14024/14025 standards on environmental declarations (used as a foundation).
