Practical steps to move forward.

  1. Map your critical suppliers

    Identify who supplies your key materials and components. This is the data barrier: in the Global Battery Alliance battery pilots, more than one request in two receives no usable response.

  2. Start the product LCA

    The DPP is a container; the LCA is its content. Allow €8k to €20k and 3 to 6 months, including 4 to 6 weeks of supplier data collection.

  3. Choose the right DPP platform

    SaaS, European registry, ERP integration: a decision in 6 weeks once the LCA is scoped. “Default” data rarely complies with your delegated act.

  4. Publish the QR code and keep it updated

    Registration in the central EU registry, printing on the product or its packaging, updates throughout its life. A structural change rather than a one-off project.

Category timetable, supplier cascade, product LCA, ERP integration: the questions that arise in our DPP projects.

Only if it is a battery: the passport becomes mandatory on 18 February 2027 for electric vehicle batteries, industrial batteries above 2 kWh and light means of transport batteries (Regulation (EU) 2023/1542). For other products, the passport arrives through the delegated acts of the ESPR Regulation (EU) 2024/1781: the 2025-2030 work plan expects them in 2026 for iron and steel, in 2027 for textiles, tyres and aluminium, in 2028 for furniture and in 2029 for mattresses, with each act applying no earlier than 18 months after adoption. Batteries come first on 18 February 2027, under their own regulation (2023/1542: see our battery guide). Next come the priority families of the ESPR 2025-2030 work plan (COM(2025) 187): iron and steel (delegated act expected in 2026), textiles, tyres and aluminium (2027), furniture (2028) and mattresses (2029), plus repairability requirements common to several products in 2027. Product LCA accounts for €8,000 to €20,000 depending on complexity (providing data). The digital platform costs from a few thousand euros to several hundred for ERP integration. The real work is supplier data collection (tiers 1, 2, 3). See our analysis of LCA costs by sector.
Yes, every product placed on the European market is covered, whatever its country of manufacture. The obligation falls on the entity placing it on the market (manufacturer, importer or authorised representative), under the ESPR Regulation 2024/1781. A Chinese product imported into France is the French importer's responsibility.
Each Member State sets its penalties, which the ESPR Regulation requires to be effective, proportionate and dissuasive. The ultimate penalty remains withdrawal of the product or a ban on placing it on the European market. Updates on the European Commission portal.
The ESPR Regulation places the obligation on the entity placing the product on the market. For a product manufactured in France: the manufacturer. For a product imported from outside the EU: the French or European importer. For a product purchased under a private label: the brand marketing it. The distributor is not directly responsible, but can be penalised if it knowingly places a non-compliant product on the market. See our complete ESPR overview.
