It complements reduction without replacing it. Carbon credits fund projects that reduce emissions elsewhere, with uncertainty over the reality and duration of those reductions, and carbon neutrality through offsetting does not exist in physical terms. The priority remains to reduce, then fund projects for residual emissions.
